According to a group of Federal whistleblowers, the U.S. Office of Special Counsel received complaints of over 11,000 individual prohibited personnel practices against whistleblowers and veterans with preference rights from 2002 through 2004 and failed to take action on any of them.<BR/> In 1998, it announced that it had obtained a "favorable settlement" for me after I provided irrefutable proof that two employees of the U.S. Forest Service had offered me $20,000 to withdraw from a Federal civil service selection. That "successful settlement" resulted in my being harassed and blacklisted for more than 8 years. I have records of Forest Service personnel contacting other employers to whom I have sent applications to make sure that I would not be hired. An administrative judge of the Merit System Protection Board in Seattle, Sidney Farcy, committed fraud in writing his opinion, stating that my performance with the Forest Service had been unsatisfactory because I had not made arrangements for a research project in Alaska that was scheduled to begin six months after I was fired for whistleblowing, even though the contact person in Alaska testified at the hearing that these arrangements had been made. If this settlement was "favorable," I would like to see what an unfavorable settlements looks like.<BR/> To keep me from working, employees of the Forest Service and the U.S. Geological Survey, to which I have also applied for employment, attempted grand larceny by misapproptiating $20,000 to bribe me, committed perjury recorded on tape at hearings before the Merit System Protection Board, and falsified records before submitting them for other hearings. This obstruction of justice is clear since I have copies of the original records and the doctored ones.
